第三阶段 市场导向阶段

改革进行到1998年，中国经济已经发生了翻天覆地的变化，中国迈入了中等收入国家行列，改革开放结出了丰硕的果实。“中心”在与西门子公司的两次合资转股过程中，舍小家为大家，始终以国家利益为重，致力于首都经济建设大局，为北京的现代化发展做出了突出贡献。 面对与西门子合资以后，自主经营体系不完备，经济收入跌入低谷的现状，新一届领导班子锐意改革，开始了“中心”的第二次创业。通过对“中心”产业格局、投资结构、产权关系的新一轮调整，全面建立了与市场经济相适应的企业化运行机制，使“中心”步入了轻装前进、快速发展的市场化阶段。

The Third Stage: Market-oriented

BITCC has always put the interests of the state at first place and has made every efforts and played an increasingly important role in the overall economic development of Capital Beijing. Facing the incomprehensive system of independently-operated-business and the situation of financial rewards sinking to low ebb, BITCC new leadership lineup made great efforts in reforming and started the second venture business. With adoption of the new adjustments, BITCC set up the complete entrepreneurial operation mechanism which leads it to a market-based stage of marching with light packs and rapid development.

1998年6月，望京大厦建成并投入使用，其完善、现代化的硬件设施，专业化的物业管理吸引了众多的知名公司，如西门子公司。

WangJing Tower was built and put into use in June of 1998 and attracted variety of enterprises like Siemens moving-in through its modern facili-ties, and professional property management service.

2000年11月，北京东方天旭国际贸易有限公司成，主要从事国内外世易。广告策划业务，保税业务，与德国西门子公司建立了稳固的合作关系。

In Nov. 2000， Beijing Orientsun Intemational Trade Co., Ltd was established. Its business covering domestic and international trade, advertisement design, and bonded warehouse service.

杰伟世（北京）技术开发中心成立于2000年，是中心”与日本JVC公司共同出资建立，星北京工业系统第一家与跨国公司建立的技木研发中心。

JVC A/V， established 2000， Is a Joint Venture between BITCC and Japan JVC Company, and is the first technical research and development center cooperated with Beijing Industry enterprises.

北京技木交流培训中心，北京航空航天大学和澳大利亚新南威尔士大学国际会计硕士研究生项目的协议签字仪式，先后有380名学员获得新南威尔士大学国际商学硕士学位。
