第一阶段 任务导向阶段

改革开放之初，“中心”站在了时代的潮头，实现了北京市政府与德国西门子公司以现代化工业技术培训为特征的全面合作，成为当时首都的一道亮丽风景线。 在各级领导的关怀下，由时任市经委副主任的银重华同志为核心的第一代中心人，以大无畏的革命浪漫主义情怀，在苇子坑一片荒地上，开始了“中心”的创业篇章。不计名利、艰苦奋斗、团结拼搏的“苇子坑”精神，至今仍是“中心”企业精神之魂。

The First Stage: Task-oriented

In the early years of China’s reform and opening-up, BITCC, standing in the forefront of the time, became a wonderful landscape to reform representative of Capital of its time, featuring by the full cooperation with Siemens on modern industrial-tech training. Under the care of the leaders at all levels, the first leading generation of BITCC with Mr. Yin Zhonghua as the core leader, then vice-director of Beijing Economic Committee, started the new era for BITCC in the wild land called Wei Zi Keng under the dauntless revolutionary spirit. Up to till now, this spirit of no minding of fame and gain, hard working and solidarity, has still been the core enterprise spirit of BITCC.

1988年，邓小平“科学技术是第一生产力”的思想，使引进国际高新技术、兴办高新产业开发区、发展高新技术产业，支持发展不同所有制形式的科技机构，成为改革开放的主流。

In 1988, the thought of Science and technology are primary productive forces put forward by Deng Xiaoping, made it the mainstream of the reform and opening up at that times that introducing international new high technology.

In Oct.1986， Agreement on the Guidelines for the Main Contract of Cooperation for the Establishment of BTETC was signed between Mr. Zhang Jian min, Vice Mayor of Beijing Municipality and Siemen.

1988年2月，北京市副市长陆宇澄出席中德双方签署《合作建设北京技术交流培训中心和管理技术培训中心合同》仪式。

In Feb. 1988， Mr, Lu Yucheng, vice mayor of Beijing Municipality attended the Ceremony of presented at the signing ceremony of the Contract of Cooperation for the Establishment of BTETC and the management of BTETC.

1988年10月，机电部副部长唐仲文、北京市副市长张百发和德国外长根舍为北京技术交流培训中心工程奠基。

1989年9月，北京市副市长吴仪出席“北京西门子技术开发有限公司（STDC）成立签约仪式”，该公司是中国和西门子的第一家合资企业，它成为西门子进入中国市场新的里程碑

In September 1989， Ms. Wu Yi, vice mayor of Beijing Municipality presented the Signing Ceremony of Contract of Cooperation for the Establishment of STDC. It is the first joint venture of Siemens and china.
